HKUST welcomes the reappointment of Dr. the Hon. Andrew LIAO Cheung-Sing as Chairman of the University Court for a three-year term, effective March 6, 2026.

The Hong Kong University of Science and Technology (HKUST) is delighted to note that Dr. the Hon. Andrew LIAO Cheung-Sing has been reappointed as Chairman of the University Court by Mr. John LEE Ka-Chiu, Chief Executive of the Hong Kong Special Administrative Region and Chancellor of HKUST. The appointment, effective from March 6, 2026, is for a term of three years. Under Dr. Liao's leadership, the Court will continue to offer valuable insights for the University's development and support its fundraising efforts to strengthen HKUST's international influence and academic leadership.

Dr. the Hon. Andrew Liao Cheung-Sing has served as Chairman of the HKUST Court since March 2023. Prior to this, he chaired the University Council from 2015 to 2023, a tenure spanning eight years. During his tenure, he demonstrated foresight and spearheaded the "Unified HKUST, Complementary Campuses" framework, which ultimately led to the successful founding of HKUST (Guangzhou). This milestone has enabled the University to strengthen its presence in the Guangdong–Hong Kong–Macao Greater Bay Area. His leadership has contributed to national effort in cultivating high-end innovative talent and has opened sustainable, long-term avenues for the University's development. Furthermore, Dr. Liao actively promoted the development of humanities and creativity, both within HKUST and the broader community, including the inauguration of Shaw Auditorium at Clear Water Bay campus in 2021, which has provided a premier venue for cultural and artistic engagement.

Dr. Liao stated, "I am grateful for the trust placed in me by the University Chancellor, which allows me to continue providing strategic advice for HKUST's development as Court Chairman. Over the years, I have witnessed—and had the privilege to take the lead in—HKUST's transformation from an outstanding local institution into a research university with a global outlook and a strong sense of national responsibility. Notably, under the 'Unified HKUST, Complementary Campuses' framework, the establishment of HKUST (Guangzhou) has opened a sustainable pathway for the University's long-term development. Moving forward, I will work with fellow Court members to advise on strengthening HKUST's strategic planning and community engagement, supporting the University in reaching new heights in innovation, talent development, and regional collaboration."

Prof. Nancy IP, HKUST President, welcomed the reappointment of Dr. Liao and expressed gratitude for his significant contributions, stating, "Dr. Liao has long been dedicated to HKUST's development, making substantial and enduring contributions. Drawing on his wisdom and extensive experience, he has provided invaluable guidance on the University's long-term direction through the Court. Dr. Liao's wealth of experience, strong networks, and exceptional leadership have empowered HKUST to seize opportunities and navigate challenges with vigor."
